Brazilian Public Safety Committee to debate the release of casinos

(Brasilia).- On Tuesday 28, May, the Public Security Commission (CSP) approved a public hearing to debate the impacts of the release of games of chance on public security. The meeting is in response to a request from Senator Eduardo Girão (Novo-CE), who is opposed to the bill (PL 2.234/2022) that frees the operation of casinos and bingos, among other games of this kind.
In his request (REQ) 28/2024, Girão attributes the increase in crimes such as money laundering and tax evasion to the bill's release. He also questions the nature of the tourists who may come to Brazil incentivised by games of chance. Encouraging tourism is a common argument used by parliamentarians in favour of the bill.
‘There is a vast possibility that gambling will attract a kind of unqualified tourism that Brazil does not need, which seeks the facilities of a nation as poor as ours, such as prostitution, especially child prostitution [...] Gambling raises countless questions that lead us to believe that there is an urgent need for a broader debate with society,’ says the senator in the document.
Girão, along with other senators, argued in plenary last Tuesday (14) for more public hearings on the subject to be held in other committees. Bill 2.234/2022 will only be voted on in the Constitution and Justice Committee (CCJ) before going to the Plenary.
Postponements
Senator Jorge Kajuru (PSB-GO), who chaired the meeting, withdrew PL 1.482/2023, from the Chamber of Deputies, which establishes the National Policy for Promoting a Culture of Peace in Schools. He is the rapporteur of the text, which also provides for the creation of prevention and crisis management protocols with specific actions for each type of violence, such as bullying.
The analysis of Bill 3.673/2021, by Senator Wellington Fagundes (PL-MT), which exempts the confession of the investigated party for the realisation of a non-criminal prosecution agreement, was also postponed at the request of rapporteur Flávio Bolsonaro (PL-RJ). The agreement is a negotiation between the Public Prosecutor's Office and the investigated person to avoid criminal prosecution.
